Mary Baykan is the Director of the Washington County Free Library in Hagerstown, Maryland and is Library Journal's 2007 Librarian of the Year. "Library Heaven" is a term that has been used to describe the favorable library environment that now exists in Maryland. Library advocates in Maryland accomplished this "heavenly environment" in 2005 by passing an unprecedented funding initiative that raised state aid an additional dollar per capita each year for four consecutive years. This funding proposal passed the state House and Senate unanimously. In 2006, they accomplished the same feat with legislation that, for the first time in the history of the state, provided state aid for the construction and renovation of library facilities. Mary will discuss her bold approach to library advocacy and her successful statewide strategies for libraries to "circle the wagons" in order to prove to legislators that their constituents use and value their libraries.
