On graduation with her MLS at Emporia State University, Kansas, Marilyn Hinshaw accepted the public library consultant/continuing education coordinator position at the State Library of Kansas. She then administered the El Paso Public Library extension service, creating the Texas Trans Pecos Library System following a successful West Texas campaign for statewide library systems. While holding the Assistant Director position for the Daniel Boone Regional Library in Missouri, Hinshaw completed a Public Administration masters degree at the University of Missouri-Columbia.

The move to Oklahoma to head the six county Eastern Oklahoma District Library System, Muskogee headquarters, brought Hinshaw home to the land of her father’s people in 1982. She mounted the first Oklahoma vote to double the library mill levy in 1987, leading to automation of EODLS library functions. To resolve inadequate staffing, Hinshaw suggested and supported certification for Oklahoma librarians through the Oklahoma Department of Libraries. When that effort was realized, she developed EODLS requirements that staff receive certification coupled with funding to support their efforts. Beginning with one professional staff member, EODLS now has ten and gives universal continuing education benefits for all staff based in her conviction that all staff are important library resources.

Using federal grant programs administered by the Oklahoma Department of Libraries to leverage local funding, EODLS successfully completed half a dozen branch buildings before the federal program died. Hinshaw’s proposal for state funding of local library facilities was successfully funded by the work of Representative Barbara Staggs of Muskogee, benefiting many Oklahoma communities since.

OLA’s Legislative Chair within three years of her move to Oklahoma, Hinshaw became OLA President in 1989. As Mountain Plains Library Association President in 1999, she originated the association’s long range planning, designed and created the MPLA Ghost Ranch Leadership Institute. She led American Library Association units including presidential posts for Junior Members Round Table and two Public Library Association units: Small, Medium Sized and Metropolitan sections. Other ALA service includes Awards Committee chair, Board of the Association of Library Trustees and Advocates, and two terms on ALA Council. Hinshaw’s scope of leadership throughout the library profession brings Oklahoma significant recognition.
