As a professional historian and writer, she has written and edited numerous books and articles. She is the former chair of the Oklahoma State Regents for Higher Education and served as a gubernatorial appointee to the Oklahoma State Board of Elementary and Secondary Education, the Oklahoma State Board of Vocational and Technical Education and the Oklahoma Historical Society. Dr. Morgan is currently a nationally known consultant who specializes in working with foundations, trusts and not-for-profit organizations. Under her leadership, philanthropy to libraries was a priority.

Dr. Morgan was the grant writer and project coordinator for Oklahoma Image, a National Endowment for the Humanities grant awarded in 1978-80 to the Oklahoma Department of Libraries. It was the largest library grant in the Endowment’s history. The total grant award was $400,000.

The project developed public programs and research materials to study the state’s ethnic makeup and heritage, the state’s image in the eyes of its own citizens outside the state, its literature and its history. The project included creating a series of books about the state’s diverse cultural heritage. Traveling photographic exhibits on the state’s multi-cultural heritage were developed. A series of twenty-six radio scripts were also created and aired. A major objective was to develop and produce quality humanities programs in Oklahoma’s public libraries. It was an incredibly successful initiative.
